Yes it does. Because it is very close to North Africa, more exactly Tunisia and has north African influence due to its past. Even their language is very very close to North African arabic dialect.

It is a "town" or a small city. Not a "village". Town has its own governmental structure, municipality, police, courthouse, hospital, churches, etc. "Village" has none of those things.
