Just to clarify: AOSP is the base of Android without any add-ons which is what you see in this video. This is different to the version of Android 16 Preview which uses the Pixel UI that you see in current Google Pixel devices which includes modern apps and Google services.

For anyone wondering, this is what the real stock Android looks like. It's the base for many custom skins and custom ROMs (including One UI, HyperOS, etc.). The reason why these apps look so old is because they are actually (probably) desgined as a base. Also, didn't they dropped support for the AOSP dialer and messaging apps?

The barebones AOSP is also used by default in engineering samples of Qualcomm and Mediatek in the new SoC showcases. Plus, it's also avariable in some smartPOS without GMS. PS: The dialer and messaging apps are out of support, but there're bundled by default in order to test the cellphone coverage and/or technologies like VoLTE/VoNR.

Because this is stock Android (just the base) it had just enough stuff to make it work, unlike other OEM ROMs (even Google Pixels doesn't use this). Because of that, (almost) every AOSP version of Android is the same (besides from under-the-hood changes)

it's because it's AOSP/Stock Android which is pretty much a limited and unusable mess with extremely outdated apps that really don't do much nowadays. If you get a pixel or another phone with Android 16 these fragments will be gone from your phone and get all the up-to-date stuff.
