No psp they’re psp only characters unfortunately it’s the same reason I just fought a psp with this game and X-men legends also has characters that aren’t in the ps2 version dark phoenix,pryo,cannonball x man and cable

It happened to me too. This is my theory: if you use the max level code, your health bar size increases, but it's filled with just the amount you have in the level you was when you entered the code. In other words, you have a lvl 99 health bar but filled with amonut from a lvl 1 character. Just get some health orbs and you'll fill everything to the max
