I think that's the thing. Mash ISN'T dumb, he's actually quite smart and ingenuitive and devises brilliant workarounds to his inability to use magic (as this episode demonstrates). He just lacks common sense.

My only suspicion for how he managed to scare the works was because he broke the fether pen. Basically the pen got destroyed and it discharged the magic whithin it. And it miraculously listened to mash. My one and only base for this is in the opening when Mash smashes another want and it creates lightning. Manga reader are welcome to tell me if i'm right or wrong but no spoilers please
