You know what I love about Waluigi? Mario, Luigi, Wario, Peach, they're all "star children" blessed with great power. This is why they're capable of doing all the crazy things they do. Waluigi, though? He's just a guy. Multiple games specifically state he trains hard to match their power with his skill, and cheats only because he knows the odds were stacked against him from the start. Waluigi hates everyone else because they were freely given what he had to fight for. Nobody cared who he was until he put on the overalls. When we first see Mario he is a big fat man that seems evil. The second time we see Mario he is muscular even when we see him as a butler he looks pretty fit. At the end Mario finds Warios cap which if you think about it, the first time we see Mario he looks a lot like Wario in his body shape and how he treats other people. I don't know if it was intended to be like that but I feel like it was kind of foreshadowing for the ending where Mario turns into Wario
