Master Plan for Moscow | Arts.21

Plans are in the works to overhaul Moscow to be a more modern and welcoming city. And, surprisingly, a park close to the Kremlin is to be designed by an American architecture firm. Diller Scofidio + Renfro won an international competition to create a landscape concept for Zaryadye Park. Does that signal a major change in Russian city planning?
