A little late, but it may help someone. You choose that through your experience, if the function to be implemented in the software is a daily function (easy) then it's low, if it 's a little more laborious then it is average, if it's something very complicated it will be high . In the ending, that depends on the developer's perception, but the best thing would be to ask someone with extensive experience in the field, to assign a more accurate score.

0 - No influence 1 - Incidental 2 - moderate 3 - average 4 - significant 5 - efficient moderate value is 2, so 14×2=28 and in last sum it was significant significant value is 4, so 14×4=56
