i still don't understand because when he said it does meet quota he marked it and then when he said it doesn't meet quota he still marked it

What if player one is equal to the quota ?

It means that player one is a dictator. Means that player 1 can meet the quota without the support of other player

dummy player doesn't decide anything -> is powerless, hence power index = 0 veto power > 50%, if he votes NO, then the election will not pass
