It means that player one is a dictator. Means that player 1 can meet the quota without the support of other player

dummy player doesn't decide anything -> is powerless, hence power index = 0 veto power > 50%, if he votes NO, then the election will not pass

A player that is critical in EVERY winning coalition has veto power. Without this player, no winning coalition is possible.
