But when interchanging row does the sign also change ?

If you are just interchanging rows they stay exactly the same. You can interchange two rows then you can multiply one row by -1 if you like. You can think of it as interchanging rows and multiplying by a scalar. Basically two of the three elementary row operations performed at the same time. Hopefully this helps. 😁
