Is there a specific time of day people pray to Matsu and if so what is that time?

I don’t think so: not a specific time of day (to my knowledge) [even though in this video it does say some people pray at a certain time], but there are certain festival days where certain special icons or archetypes or quasi-divine or special beings get more attention. In Taiwan, Buddhism & Dao-ism, and Confucianism exist, but there is also old folk religion too. And a lot (of course not all) of people go to temples and pray and it’s a mix of things. Some older generation people could explain their local demi-gods, but most of the time you’d have to understand the Taiwanese dialect. Younger generations who speak English and Mandarin are often not super well-versed in the older folks religions. All of us who are interested in this stuff would learn about it best if a Taiwanese friend brought us to local temples and shrines and also brought a grandfather or grandmother to explain, and then the young friend could translate to English, and chances are that the young Taiwanese friend would also be learning while translating.
