I mean it really does depend on how it was handled. If they were going to do manhunting exercises anyway, why not partner with a local videographer and document and make the actual manhunting process more transparent. Not claiming that this IS what happened or that Matthew is a good videographer but I can't exactly see anything WRONG with the idea either. Looking it up, I found that some depts in the US have something called "Extra duty officers" that are technically off duty in terms of patrol, but businesses or event organizers can hire them for security, traffic control, etc.. So they still have their uniform and cars. I imagine he just paid an exorbitant amount to the dept to use some of those guys for this.
