I had this game back on the Saturn, and played the hell out of it because...well, we were all like 10 and didn't know a good game from a bad one. I remember the character Chromax had a forward+heavy punch that you could wall-bounce your opponent with and combo it into itself before the opponent could recover, letting you infinite them to death by just spamming one move. Naturally, I picked him every time and drove my brothers insane.

I played the shit out of this game as a kid on my computer. I knew nothing about it except a vague story and it had cool looking robot. It was frustrating and janky, but I loved it. Mostly because it was literally the only fighting game I had ever played.

In 1994, the prerendered visuals of Rise of the Robots may've stood out, but two years later, it looks common and mundane. A '96 fighting game should give it its all to look more impressive to its competitors.

Ironically, M.U.G.E.N also has a granular difficulty. Thing is, it only goes from 1 to 8, and the game clearly tells you which value range is Easy, Normal and Hard.

One Must Fall 2097, while ain't a masterpiece compared to Capcom/SNK average, is still miles better than both Rise games combined. Its sequel OMF: Battlegrounds, though, is probably gonna end up on this list in the future. That is, assuming you can get it to run first. EDIT: Or even the original One Must Fall, before it was fully remade into 2097.
