It's so he can kill medusa. Her mana shield essentially makes her mana into more efficient health, so leveling mana burn let's him use it every five seconds and deal 500% int as damage and as mana drain. Medusa's mana shield blocks 1.3 points of damage per mana at level 1 and 2.5 at max. A level 8 Medusa has 50 int with no items. Maxed mana burn would deal 250 damage and also drain 250 mana. With level 1 mana shield this translates to 575 damage. With level 4 it translates to 875 damage. This is on a five second cooldown, so you can see it does a ton of damage and only does more as the game progresses. A max level and itemed Medusa will probably have 175 int and also take the level 10 talent that makes mana shield absorb an additional 0.5 damage per mana. In that case, mana burn would do 875 base damage plus drain that much mana, which is equivalent to 3,500 damage.

It's really only a misplay in hindsight. If he were contesting dusa more frequently early game leveling it first/second could make a lot of sense, watching it after the fact you do see places where stun duration and flat damage might be better though. Late game though the talents for it do slap though, nearly 1k mana burned on dusa is considerable.
