There was no "traffic stop." The victim's car was stalled in the middle of road and these cops descended upon him and tased him in the back and then shot and killed him. WHY? He was "not cooperating" even though he had his hands up, so that female officer killed him? That is a DEATH SENTENCE? These cops need to have death sentences handed down to them. Maybe then they will learn. Until then, it just gets worse and worse and worse.

Major Dewey Bartlett, If you wanted to help the family you would have ordered the immediate arrest of this Officer for the execution and unlawful killing of this man. This was a cold blooded murder. I also noticed when you stated you would do what ever it took, this included training, but not the arrest of this person which gunned this man down or the arrest of the Officers which failed to provide life saving first aid. This Officer needs to be immediately arrested an charged with murder. This was an unarmed man which had a brake down with their vehicle, which he called in for help. The Officers had no other suspicions of trouble while going to the scene. They show up in force and immediately go to guns for no other reason than this man was black with his hands in the air. The Officers had no reason to detain this person let alone draw your weapons on him. He had no obligation to respond to the Officers commands because the Officers had no suspicion that a crime of any type had been committed which means the Officers had no right to detain. No suspicion of a crime had been committed other then this man was black. The man that fired the Taser did not even have the right to use less lethal force. There were four Officers on scene prior to the shooting and prior to the man getting to his vehicle. If these Officers were so damn scared of this man, you mean to tell me 4 Officers were not enough to take this man down. A man which had not been seen or accused of a crime. Then bad enough they just let him bleed out on the pavement like a shot DOG. They fail to render any type of first aid to this man for several minutes. So as the story goes "A Dead Man Tales no Tales". To make sure he is dead the Offices willfully refuse to provide life saving measures to even try to save this mans life. Every one of the Officers on scene need to face charges of actions unbecoming of an Officer and the willful dereliction of duty to provide first aid to this unarmed man. How many more times will the people of this USA allow this type of Officer to get away with cold blooded murder. Alone with fellow Officers which by there own actions or lack of response allow a person which is unarmed, having committed no crime, calling for help with his broken down vehicle in the middle of the road. Be executed like DOG and then left to bleed to death after being wrongful shoot for no reasonable reason in the street without the least bit of intervention to attempt to save his life. We can only hope this Officers is brought to justice for this mans racial execution. As for us whom have seen this event unfold, shame on us if we fail to act and not put the pressure on the right people, to act on the behalf of this man which was gunned down by this Officer.

Considering the 10's of cases where unarmed people of color and non color have been killed and not one officer to my knowledge has been brought to justice or even charged with committing a crime except this lady. And then proceeds to walk towards his car with his hands up... I mean come on people this isnt normal and definitely isnt how an encounter with police should go at all. justice in these cases will never be done as long as local prosecutors are the ones tasked with getting an indictment and eventually a conviction, against officers they work with, are friends with, and depend upon for the arrests these prosecutors need to justify their existence. The system is intentionally broken. The system is set up to fail. The system protects its own, the system is comprised of members of the state. Members of the state will protect each other to the bitter end. If the state truly wanted justice in these cases there would be an office in the federal justice dept. comprised of prosecutors whose sole purpose was investigating and prosecuting police misconduct, they would not know nor be dependent in any way upon the police they are tasked with investigating. These investigators and prosecutors would be judged upon their success in winning convictions, the same as ordinary county and state prosecutors are. That is why you will not see this simple solution to the problem of police being held accountable, the system does not want to punish those who are its foot soldiers. EVERY instance of police misconduct could be theoretically federally prosecuted under the 5th amendments prohibition against depriving someone to their right to due process.

The only fear that the police had was him getting back into his vehicle, how is that grounds for murder, or just the fact that he "wasn't" listening.
