People go to city council meetings with information to make citizens aware of what's going on. Of course she can file a complaint but there's power in numbers and all the citizens need to be asking for answers, not just one.

Exactly. What is her goal? Is it as she says to expose the corruption and alleviate/balance the local tax burden fairly? An altruistic endeavor to affect change and make a difference in her community/town? If true, then why doesn't she make a phone call, drive a few miles, turn over her evidence to the state auditors. There are measures she could employ to ensure there was no subterfuge at the state level if she were hesitant or suspicious. That is how you would do it and be guaranteed an outcome. And perhaps not the one she envisioned. You roll the dice. But that's not what she's doing. _Grandstanding_ is the absolute correct word choice here. None better. _She is putting on a performance._ Nothing else. And what a performance! There's drama. She's got props. She even arranges her set for maximum viewability for audience and board. Her delivery is of the Greek oratory variety, replete with theatrical gesticulations and vocal dynamics. The script carefully written and rehearsed. She engages both audience and board directly and indirectly. Her problem was trying to get a response out of the board so disingenuously. That's one thing you don't do is engage someone so convinced of _anything_ that outrageous and expect to come to any resolve. But the old guy was right. _If she had _*_anything_*_ at all,_ then take it to the state auditors. Or every news agency in the state; the nation. Television; national, local whatever. That didn't happen. Turns out that 169 comments by people were entertained properly with their suspension of disbelief fully applied. And 2 comments by someone who knew what we were looking at
