They couldn't get a local company to do the work? One downside of LED lights is that they don't put out much heat Which can be used to keep the wiring drier & the lens freer from ice.

Hire more policemen and ladies, elect officials who are committed to supporting law abiding citizens and then build more jails. Maybe then start working with the youth (6-10) so they are prepared to make better decisions.
