The border laws that we currently have were not designed to handle the kind of influx of migrants that the US is currently experiencing. Many European nations are also experiencing this problem. The Secretary isn't to blame for adhering to policies crafted decades ago. It is the responsibility of Congress to address the border problem, not a cabinet secretary. The Secretary can't unilaterally change the laws.
