Well, Flash lol. Without powers, then definitely Cap. Barry has pretty shitty fighting skills, but Cap simply can't really do anything to hurt him. He has him beat strategy wise, but unlike Batman he's not a lunatic who plans these things in advance (said with love of course), or really uses gadgets on the regs. So in the end, it basically comes down to someone who can think and move faster than the speed of light, vs a guy with a shield (that he can phase through). Kind of a mismatch, but I can't think of a direct comparison power wise (he's much faster than Quicksilver, so maybe Silver Surfer in terms of pure speed?), and maybe Cap vs Batman.
