Yes there is. It just has different varieties (London, Liverpool, Manchester, North Irish etc.) That's like saying there's no American accent. It just comes in different forms like New York, California, and Texan.

NO. London, Liverpool and Manchester are different varieties of the ENGLISH accent. England is within THE UNITED KINGDOM (which also contains Northern Ireland [has its own accent] as well as Wales and Scotland [have their own accents]). There're different variations of each accent within the United Kingdom (these accents are: English, Northern Irish, Scottish and Welsh). There is no overall "British" accent because britain is all four of these "countries" which have different overall accents.
