Actually no one known. Muslim missionaries visited Kashmir to spread islam even before Shah mir or Bulbul shah. 1st ruler to become Muslim was Sultan Sadr ud Din and the founder of Muslim rule in Kashmir was Shah Mir and large scale spread of islam started by Bulbul shah and his fellows but before them so many people had already accepted Islam by some other muslims who started coming and living in Kashmir after 712

Practically if you will search Bacha Nagma you will find ki long skirts are worn Kud dance mai chudidaar pyjamas(bottom) hote hain and long kurtas hote hain The Kathak costumes were initially ghaghra (long skirt), Choli (Blouse) and a veil. Gradually, it gave way to churidhar pyjamas and angrakha and finally a sari for women. Ye rahi baat dress ki. Ab agar mai performance wise dekhu to teeno alag hain. Aap KZbin pe taano dekh sakte ho. Teeno k concepts alag hain. To aisa kaha ja sakta hai ki bacha Nagma dance se milta hai kathak dance par kud dance se b milta hai as explained above. Now it is a matter of debate but for the time both can be the answers. 😀 To iska dono answers

The specifically Kashmiri version of Islam pioneered by Sheikh Nooruddin Noorani was taken forward in the fifteenth century by Kashmir's greatest indigenous ruler (sultan) Zain-ul-Abidin, who reigned from about 1423 to 1474. So true founder will always be Zian-ul-Abidin.
