I think they're attracted to each other & flirt a lot but they won't take it further while the show is still filming. Perhaps when it's over so that Melissa won't get hate from Norman's crazy fan girls. He said the scene in Consumed when they're looking/commenting on the painting is very much like their real relationship... Flirtatious banter. I imagine Melissa calls him out on his bullshit too which Norman likes. And FYI, his last 3 relationships were a fail. He dumped one as soon as he got the Daryl Dixon role.
