Bowser won. Eggman attacked him well in the final verse, but it wasn't enough by a small bit. Bowser's first few lines in the second round was insane in flow, he was always insanely good at flow unlike Eggman. And Bowser spitted roasts in and there even if they weren't as effective, but Eggman just did wonder in the second round. Like Bowser had amazing wordplay, like dumb and dumber, where he literally roasted Eggman and plucked a creative and brilliant wordplay. Overall he had great flow, lots of roasts and great lines, while Eggman had the best comeback. So Bowser wins by a margin too small.

While its true Donkey Kong came first, Bowser's actually the THIRD enemy, not his second. People forget that Bowser is actually THE SON of the original King of the Koopas, King Koopa. If you pull up images of the original, you'll notice King Koopa looks closer to Godzilla than Bowser. It's the same for Eggman, who happens to be the grandson of the original villain, Dr Ivan Robotnik (who also happened to be the creator of Shadow).
