It looks like a good decision, as if single person or a group registering multiple times can be analysed very easily, not hampering gifts by individuals. Can make it strict connecting with any digital id, rather than implementing VATs on gifts. The rules are not the problem, implementation is.

QUESTION: customs charge is 5% + 13% VAT, which is 18%? So 18% of what? MRP of phone in the country I buy it OR MRP of phone in Nepal (doubt there's a regulated price in Nepal) OR 18% of the price I buy it for (as per receipt)? For eg: I buy a phone which cost $1000(MRP $1000), How much do I pay? $180? And if the cost is $1000(MRP $1400)? How much do I pay for the custom? There's no way of registering mobile phones bought & brought from India via land route as we don't need any boarding pass for it or stamp. When I called NTA, they told me to register it as a grey phone! And that too doesn't work as the phone is legally bought & the IMEI is not grey. This is ridiculous

This is such a nonsensical practice. I carry 2 to 3 phones everywhere I go. I use one for business, one for personal, and one through my work. I'm traveling to KTM and Pokhara for 20 days, and I am worried that they will confiscate one of my phones. I'm traveling to Nepal after 15 yrs, and this makes me nervous. Not a good feeling.

MDMS system/ software is itself poorly designed. My smartphone have 2 imei numbers, one is auto registered and another isn't. Nowadays every smartphone comes with dual sim and hence 2 imei number. If distributors weren't greedy and overpriced the smartphone in Nepali market, grey market wouldn't have existed. Their greed led to this grey market, their greed led to mdms, their greed will make smartphones more expensive because of their monopoly. Who buys an extremely overpriced OnePlus in Nepal???

You make it sound like it’s good to overpay for things in Nepal that you can get for cheaper in majority of the world. What exactly is the benefit of MDMS or eliminating Grey market? Nothing to consumers. We end up overpaying for yet another thing like cars, bikes and even food products and where does that tax money go? Directly to the pockets.
