Pennsylvania scratch off tickets are played that anytime you get awarded a free ticket there are no other combinations that you can get on that ticket. It awards you a second ticket to play as the prize. Cash prizes are the only ones that can be awarded in multiple spots on a Pennsylvania ticket and make sense to scratch the entire ticket to get the full reward. There are no free ticket plus cash prizes on the same ticket in PA.
