How often should a tape measure be replaced?

The fabric ones are not the best as they can stretch. The Amazon link below is a good one that will last for many years, under $4.

I recently put my measuring tape against a ruler. My tape was stretched out, and at a glance, it was not obvious, but against a hard ruler, the first 10 inches were skewed.
