Yes, the official servers have been shut down, but the community restored multiplayer operation with Project Neptun (Discord link in the description, there you can find instructions). For now there is one server hosted by devs but in the future you should be able to create your own server.

Sure, the server is up and running all the time, you can easily find it full on weekends.
