Hi, old NCERTs have detailed information so they are good for knowledge and concept building. However, the questions UPSC asks these days are more inclined towards new NCERTs, so I would recommend you do the new NCERTs too. And for Art and Culture, Nitin Singhani shall suffice. You can watch Sleepy Classes videos on Culture for basic understanding. :)
