Maybe is too difficult to handle by logistics or they don't have a lot of income there. It's all just about logistics, numbers, money and sometimes Safety. You need to remember that touring at this level is a full time job, if they don't have so much income in some countries, you can hopefully understand that bands don't play there. I think it's something simple as that.
