I believe it was a firm grasp on rock and funk music, combined with getting the most out of the NES's hardware. The composers had to work within limitations, and were able to develop and refine their music to get the most out of what they had.

Needle Man's weakness to Gemini Man's Gemini Laser likely works for these reasons: Depending on their potency, lasers can burn holes in various materials, including but not limited to metal. Also, Needle Man tends to leap considerable distances throughout his chamber, and the Gemini Laser bounces off of surfaces, so it can easily catch up to him and damage him.
