Actually, as far as in the X series, it's revealed in X4, and hinted at in X2. This might be the first reveal. I don't know what year this came out. I know X4 released in 1997.

Well they WERE Programmed to kill Mega Man, it wasnt like he had a choice to negotiate with them. and he didnt really "Kill" them. according to the wiki, as long as the "Cognitive Circuit" isnt damaged, that Robot Master can be rebuilt any number of times, and Mega Man often trys to avoid doing so when fighting them.

wily wasted a lot of his life building robots that failed at killing megaman! by the time he created zero, he was close to his time. that fact makes me feel bad but then again, he is the bad guy

@LazyBasterd142 Except that's only in the "Mega Man" version of events. In the original Japanese "Rockman" games, Wily was not Dr. Right's partner in creating the original Robot Masters, but was instead an old rival of his going back to their university days when Dr. Right always won everything and Wily always came second place. Slightly different.
