Do you have a citation for that info? All the material and sourcebooks I've read state that Zero commanded the 0 "Shinobi" Unit following his resurrection in X2. Magna Centipede, Blast Hornet, and others belonged to this unit, and Centipede actually preceded Zero as a member of the unit. megaman.fandom.com/wiki/Magna_Centipede megaman.fandom.com/wiki/Maverick_Hunters#0th_Special_Unit_.28Shinobi_Unit.29 I understand the translation of the 14th unit name to be "Grapple/melee Combat" or "Special Unit" or something similar. The 0 Unit and 14th Unit are separate Hunter units, not the same, nor did one become the other. megaman.fandom.com/wiki/Maverick_Hunters#14th_Special_Unit Finally, the 17th Unit, commanded by Sigma and later by X, is the Elite Unit, employing the best Hunters the organization has to offer. Zero served in this unit (and likely commanded it for a short while when Sigma first went Maverick).

Honestly X4 is the best MEGAMAN game overall, gameplay, story, mechanics and soundtrack, of course, many games might actually be better than X4 on these separated aspects but X4 doesn't drops the ball on any of them unlike most games in the franchise.
