Dude, mewtwo team could have had ice beam but the movesets of the teams aren’t made just to defeat each other in this battle. The moveset of both the teams are the general moveset they have in most battles. Mewtwo generally doesn’t have ice beam as it’s not a top moveset for mewtwo to have ice beam. If mewtwo was taught ice beam for this match it could have won but it would have become weaker for other batttles and weaker overall. It would only defeat this team, but it would have become weaker overall. We are making both the teams stronger overall

@@fictionworld1289 Rayquaza mega evolves while holding every items thanks to the move Dragon Ascent (which it has 120 BP and it is a physical move). Mewtwo mega evolves with Mega Stones required which it prevents Mewtwo from holding useful held items. Despite being faster and more powerful than Mega Rayquaza, Mega Mewtwo Y has a downgrade on physical defense, which it is exploited by physical attacker. Plus, even Psystrike is powerful without drawbacks, it's still outclassed by Dragon Ascent by base power which it has drawbacks of lowering defenses. This end battle video shows how one sided is in Rayquaza's favor.

Looking at the team composition. The psychic team should have won easily, every mon on the dragon team is 4x weak to ice, and 5/6 psychic mons learn ice beam.
