Mega Man would've actually been able to kill Dr. Wily even with the 3 laws of robotics, because of the fourth one: The Zeroth Law, whice allows a robot to ignore one of the other laws if humanity is in danger. Considering that Dr. Wily was always a threat to humanity, Mega Man would've been allowed to kill him.
