Okay so for everyone who's confused, in Japan, the MMZ games had blood or oil spray from enemies when killed with any weapon other than the buster shot. Outside of Japan it was removed, but the graphics still remain in each game.

Sure, all that power is fun, but beating the level/boss with 1 hp remaining? Talk about a power trip. But, anyway, Omega Zero, specifically this version, is definitely my favorite character from the Zero games, and probably my fav from across all Megaman games, from the visual design and voice to the moveset.

Model OX in the ZX game is pretty much a buffed version of him. In which he can use the Rekkouha as a screen wide attack, being able to use Earth Gaizer, Messenkou. And most of his skills like Ryuenjin, overdrive Arc Blade and Shinkuujin have their elemental attributes which Zero usually has.

Apparently, MegaMan Zero games were supposed to include blood, but knowing it as a sprite games, game raters had to tone down and censor it.

They did in Japan, and it was removed in the international versions likely due to either NoA being more strict than their Japanese counterpart or it being a decision at Capcom's localization team, not because it was a 2D game

Actualy in lore reploids have blood, at least it's replacer, even in MMX 4 cutscenes they had blood. They are not just robots, remember Terminator

The blood effect is from the Japanese version of zero 1 to zero 4. The English versions removed the blood
