In the 2010 movie Megamind, Metro Man was seen beating Megamind multiple times throughout the story. Even Megamind himself explains how, “He would win sometimes, I would almost win others”. Megamind does have better IQ than Metro Man, but while Megamind is strong in that area, Metro Man is more capable than him. Metro Man has many powers including X-ray vision, super invulnerability, super speed, super strength, laser vision, etc., while fighting Megamind in their battles. If I had to take a hunch.When the DNA power up is given it attaches itself to the original cells while multiplying till it is basically a even mix of DNA so the attitude might be some sort of nullification radiation so if we take the game as evidence which is risky since it probably ain't Canon but reactivation of the powers is possible perhaps even further mutation cause blue skin in the game.So Metroman probably cannot be depowered lest you were to absolutely kill all his cells.But that is just a theory and farfetched with a source that I have no doubt ain't Canon so frankly I have to say Metroman would need to die to be depowered
