I would assume that they would re-release the versions to their respective regions. It would be PAL and NTSC if they did it as they would do other re-releases. If NTSC had something like... Say... A game breaking bug, then they wouldn't use that version, most likely, but since it's just as good, they'd release both versions.

Even though I like both versions in their own right, I personally prefer the PAL version, due to how much fun it is. So what I'm getting here is this list: 1. PAL is more balanced than NTSC, but NTSC is more popular, due to how each version got released. 2. NTSC is 'better' than the PAL version due to the difficulty it is to get the right parts for the PAL version to work efficiently. This allows the NTSC versions to be setup more reliably. 3. PAL is possibly better than NTSC due to removing a couple unnecessary bugs/glitches, and fixing a few areas that the NTSC version shouldn't have to begin with. 4. NTSC is more looked upon over the PAL version due to its reputation. Is there anything else that I missed?

I still don't know how people competitively enjoy a game where not even half of the roster is viable and the game itself is technically a buggy mess

Even in PAL the mid-tiers characters are almost unusable, so the result is the top tier characters are still top tier but just play a little differently.
