It’s just part of her accent and it’s probably dependent on the prefecture she’s from. If you notice tiny little details in the way they’re speaking, usually it has something to do with dialect.

​@@hydrargyruschaldaecus2572 this is very late reply,but she was putting emphasis on the 'r' cause of the gag character she was role playing in gta vcr 2.Meloco's game had a glitch where her I'd card did not laod,so she rolled with it and role played as an illegal immigrant(thus the weird way of speaking japanese).Meloco does speak In a very distinctive Kansai accent,however it does not include putting emphasis on the r.
