Kinda late but here it goes, he says "Nezumi yo mawase! Byōshin o sakashima ni, tanjō o sakashima ni, sekai o sakashima ni!" Means something roughly like "Spin, mice! Spin the clock hand in reverse, turn the birth upside down, turn the world upside down!" (Sakashima ni meaning contrary to how something usually operates, like upside down or reversed)
