Decades are like centuries in that because there's no year 0 in the Gregarian calendar, they start at year 1. The first decade A.D. therefore began on the 1st of January 1 A.D. and ended on the 31st of December 10 A.D. The second decade A.D. thus began in 11 A.D. and if you follow this to our times the decade we're currently in (the 202nd) began on the 1st of January 2021 and will end on the 31st of December 2030. Of course, we typically don't number our decades, we describe them as e.g. the 1950's, the 2020's etc. much like how some would describe most of the 19th century as the 1800's excluding the year 1900 and including the year 1800, for example. If we take this approach, the current decade did indeed begin in 2020, however, we do run into the problem of the 0's (or the first decade) only including nine years (1 A.D.-9 A.D.). To solve this discrepancy, I propose enforcing the numbering of decades by law and burning those who still cling to their old, heretical ways at the stake.

I would say that the previous decade ends at the same exact time the new one starts because up until that point it's been 9 years 11 months 31 days 11 hours 59 minutes. And so as soon as that clock hits to the next hour it would be a completed decade essentially restarted the decade clock to 0:00:00:00:00

Just as a day completes the moment 24 hours are done, the decade would be over as soon as 2020 begins because 10 full years have elapsed and we are now in the middle of counting the next year. The year in a date counts the amount of years that have passed, same with month and day. The decade starts at the beginning of the ten year period, which is the second we enter into 2010, and ends the moment we enter into the next 10 year period which would be 2020.

Haven't heard yall's opinion, but I think that we can all agree the century ended midnight of January 1, 2000, and thus decades change on the same measure, the 1990's ended January 1, 2000, so the most recent decade change was Midnight, January 1, 2020. When applied to birthdays, the century mesure comes in again with how we number the centuries, so from the year 1, or -1 more accurately since that would be considered year 0 if one were to exist, to year 99 is the first century, and the year 100 to year 199, and so on, so the centuries numbers are the amount of birthdays you have had, whereas the digits after the tens are your age. For simplicities sake we label the birthdays to match your age, thus calling the day you were born your zeroth birthday, but zeroth doesn't exist, Zero of something is nothing, and by being born you have had a birthday meaning it is a something, so the day you were born is technically your first birthday, and the day you turned one was technically your second birthday. I think it is better to think of a birthday as an anniversary of your day of birth, so then the first birthday you have is your first birthday because anniversaries don't begin on the day the event occurs, but that day on a consecutive timespan afterwards (Usually a year, but can be more or less, like centennials and such).
