You have to take into account the amount of golf played and how easy or difficult travel to and from tournaments was, not to mention quality of courses and equipment, money, club fitting, materials used for club heads and shafts, shaft fitting, laser milled grooves, 3 and 5 piece golf balls,range finders for practice and digital analysis. Tiger is one of the greatest ever but not the greatest.

Robbin Hood that's a valid argument, but you would also need to take into account how much more difficult the courses have become. A way to do that would be to compare the average scoring average of all PGA players per year. That would tell you roughly how much more or less difficult the game has become. Then you could compare individual players, adjusting based on the difference in average scoring average during their 5-10 best years playing.
