Mercury 7.5 HP Outboard Motor (1969) Resetting the idle after rebuild

I re-built this 1969 Mercury outboard. Here I am checking the idle speed with my induction tachometer.. It seems to like 1200 RPM as the minimum idle speed, although the spec is about 600 RPM.
