Great Sage Parashara who is father of astrology can certainly for-see the incarnation of Lord Buddha hence he had related Mercury to him.. Also Lord Buddha avatara is mentioned in many vedic literature including Srimad Bhagavatam written by Veda Vyasa the great son of Lord Parashara. Hope that clears your doubt.
