Yes because it now gives stacks for damage dealt. It's optimal to build it 2nd rather than first after getting a damage item. You no longer need to rush it to get your stacks on time, because it'll stack faster with a damage item so you lose nothing by not rushing it, and can instead benefit from a 1st damage pen item. You used to build it first because it took a lot of time to get enough creeps to stack it, but now you can go it 2nd or even 3rd and it stacks very fast.

You can build it first on certain gods but people are opting to getting flat pen before it. Either Desolation or divine first, if you do get desolation you have to get divine 3rd because lifesteal op.
