All Ulema (outside of indo Pak of course) agree that you cannot give more than one Talaq at one time. There has to be a substantial period between each Talaq to allow the couples to decide if they want to reconcile. Technically the Imam is correct in saying that the nikah can happen again if she wants to remarry him because he also considered the 3 Talaqs as ONE only. Furthermore, since there was no formal consumation of Nikah, the Iddat period also does not apply in this situation. However as many have commented here, the bigger issue is that he is a psycho and she should run away from him as fast and as far as possible she will fall into a pit.

Those ulama are WRONG. 1=1 therfore 3=3. Mufti tariq masood in his tafseer e Quran episode 100 has PROVED WITH THE HADEES AND REFERENCES FROM THE QURAN THAT THREE ARE THREE, and a 5 year old kid can PROVE without any reference that three are three. Its simple mathematics. Three of anything cannot be one. THREE ARE THREE. The world is in DENIAL. If they accept that three are three then no woman in their family will be married anymore they will ALL be divorced. Its the biggest denial the world has ever seen. 99% of the muslims populations children are haram. This is just as pathetic as the moon scene becomes pathetic every eid. One man can clearly see the moon on the night before eid with his OWN eyes but he insists that eid is not tomorrow JUST BECAUSE saudia has decided that eid will be in two days time. Just because a mufti lives in saudia arabia, studies in saudia arabia DOES NOT MAKE HIM RIGHT. Secondly, the rukhsati HAD BEEN DONE IN THIS DRAMA. So azmiya is divorced THREE TIMES. The shariya defines rukhsati as the couple meeting in privacy where, if they had wanted, they could have slept together, even if they did not.
