Yes it is John Cody Carter. Merle and Freddie Powers did a few things with him. Good artist.

He's doing a song off Merle's 1990 album titled "Blue Jungle". I think one of Merle's best albums. The song is "When It Rains It Pours". John Carter wrote the song.
