Can I send dragoons off Tidals effect to resolve dragoons effect? Or its incorrect?

If you use Tidal's hand effect to discard dragoons as COST, then you WILL be able to activate dragoons' Grave effect If you send dragoons from the deck as part of Tidal's EFFECT, then dragoons does NOT activate Dragoons needs to be sent as the cost to activate a water monster's effect, NOT send as the resolution of the effect Tidal needs to discard another water monster from hand to activate (Cost) When resolving will be able to send a water monster from deck to the GY (Effect) Hope this helps! :)
