penalty shootouts are best of 5 for both teams, if the teams have the same amount of goals scored after the first 5 then it goes to sudden death rounds, each player can only take 1 penalty, so if sudden death rounds go on for long enough goalkeepers have to eventually take 1. If it’s still tied after all players take a penalty then sudden death continues and the players take penalties again in the same order

Also little random fact: if one team has less players on the field (red cards) than the other team and it goes to penalties, the team with more players has to exclude players from the shootout so the 2 teams have the same amount of potential penalty takers eg. team 1 has 11 players team 2 has 10 players (one got sent off) team 1 has to exclude one player from the penalty shootout idk if this ever even became relevant in an important game but... nice to know

The goalies can take penalty to. Every player who was on the pitch before the shootout is allowed to shoot. It is pretty rare that goalkeepers have to shoot, because most penalty shootouts are already decided before the Goalies have to take one. A goalkeeper can also shoot the fist penalty, for example Manuel Neuer ( Goalkeeper for Fc Bayern and German national team) is an excellent Penalty taker and is always one of the first players to take one.
