I moved from an english speaking country to the Netherlands when I was seven. Like you mentioned the educational system here is at a really high level, especially certain languages. At my highschool there was the option to choose a bilingual education. Meaning, half of all our classes were taught completely in english. The english classes were at a Cambridge level, so you even got a certificate at the end. Tons of people would go for the bilingual option. In addition, all the average highschools teach French, German, Dutch, English and even Latin and Greek for some. So learning languages in general gets easier that way.
