Not if you don't talk to the doctor it's not! I stood there dumbfounded when replaying this game and placed like 30 plastic explosives on the damn thing and nothing happened. Kojima did all kinds of crazy and nonsensical shit in the series, but he never did something THIS dumb.

From what I got at the time, it was implied to be the brains that controlled Metal Gear or at least its warheads and navigation systems (back when you couldn't fit it all in a single mech, seriously CODEC here is a friggin backpack radio), so disabling it skipped fighting a bipedal tank with lasers.

Mission: Impossible for the NES (curiously also by Konami/Ultra Games) had its first boss sitting on a chair in the middle of the room. As you approached him, a trapdoor opened under him and he fell to his doom. WTF? One of the best known features in both Gradius and Parodius (again from Konami/Ultra Games) was the inclusion of non-fighting final bosses (the player only had to shoot them to win, and sometimes not shooting them at all also resulted in a win. However, a life could still be lost if the boss was touched.)

Obviously this track was composed with a final showdown against Metal Gear in mind. But due to either budget or technical limitations, this encounter was cut down.

It was technical limitations, as the staff had a hard time trying to recreate the Metal Gear's sprite on the NES hardware.
