It is actually Raiden's Theme, based on the Lyric, i mean the Music is dampened when Armstrong flinch your Sword, and started again when you grab your Sword Back. So yeah this is Raiden's, or rather Raiden's Conclusion of the whole Tragedy that MGR Offer.

@@Azazantei It could be a mixture of Armstrong, Sam, and Raiden's arcs. The music generally reflects the conflict we have with Sam. Sam only fought for the thrill of the battle, and has no stake in the actual conflict he was forces into. So in repsonse, he only proceeds to follow his wrath while Raiden, us, proceeds to carve a path of destruction. Ultimatley, no matter the result of the conflcit between Armstrong and Raiden, everything will be fine, as everything will be left up to fate.

He had a point. The first half of his speech concerning the freedom of the individual being lost on America was sound, but his methods following said problem were only going to create more issues. Ultimately, he may have been inconsistent in his ideology, but when push came to shove, in his final eexcruciating moments of existence, he still held to his beliefs in declaring Raiden to be the stronger man. He was evil, he was irrational, but maybe we're all the same in some ways. When the time comes, how much will we hold to our beliefs as well as he did?
